How can i prevent rats getting into the compost bin I bought from the local council.?

The bin is bottomless and it was place on the ground but the rats burrowed a hole underneath and got in. When I place it on a concrete surface it is very light in weight and the rats could easily lift the edgeHow can i prevent rats getting into the compost bin I bought from the local council.?
I would suggest you get in touch with the council %26amp; tell them about the rats . They breed fast and carry diseses, they will send some one to rid them.How can i prevent rats getting into the compost bin I bought from the local council.?
first, don't put things that are interesting as food to the rats, into the bin.... second, keep the compost 'cooking' at high enuff temperatures and they won't stick around.... get your greens and browns balanced and keep that water on the pile to keep it working... also, do move it around occasionally, turn it , flip it or whatever to get new air to the pile... all this will convince the rat-folk to move on........
