Yes, it is large enough in theory, but not really a GREAT home. You can get a tank topper for it to give them some VERTICAL space as well as horizontal.

A tank topper is better than nothing, but even with a tank topper ventilation is poor and tanks just aren't recommended. I don't see why you can't just get your rats a proper rat cage.

No, rats should not live in tanks. You should have a multi-level cage with bars for proper ventilation and exercise. You cannot fit enough toys and a large enough wheel and still have enough room for them to play. Rats love to climb a lot, and they cannot do that if they are cooped up in a tank. It also doesn't give them a chance to smell the air around them, which is how they'll get used to you. They have a very heightened sense of smell, and smelling you around them all of the time isn't possible through the glass sides of a tank.
No. Rats should not be placed in tanks. They are not well ventilated and can increase the risk of your rats getting disease. I would reccommend getting a wire cage, like this:

Get the biggest cage you can afford. Because the bigger the rats get, the smaller the tank will (seem to) get, and the more money you will have to spend buying a new one. Rats need lots of space to stimulate them, or otherwise they can become ill and depressed. You can buy cages that fit on top of glass tanks too, like this:

But these types of cages are more for mice than rats, although you might be able to make it work. Please do your research for the sake of the rats. Hope this helps!
Absolutely not. Tanks are not for rats, they have very poor ventilation and rats have enough issues with respiratory problems as it is. Rats require a large multi-level cage, not unlike ferrets.
yes that is a good size, but make sure there is enough ventilation. wire cages are better because they offer more ventilation. also, rats love to climb on the sides and up and down the levels.
Yes, but i would also get a tank topper to put on top of it, so they have levels to climb on and proper ventilation.
i think a 20 gallon tank is good for the 2 rats.
