Rats love to play with exercise wheels. You can also design mazes with carboard boxes, and see how each time they play the maze they learn where the exists are faster and faster. Don't forget to leave food at the exits. You can also buy a plastic ball-like toy where you can put a rat in it and it can run around the room in the plastic ball.
I would consider getting them a bigger cage if it isn't all that big. Rats need a lot of space and won't be happy with a small cage.

As for toys, I give my rats tissue boxes filled with tissues. At first, I was worried they would eat them but all they do is carry the tissues around the cage and make forts out of them. Then when the box runs out of tissues, they sleep in it.

They also like old clothes- they make forts out of those too. It's pretty funny to see my little rat dragging a huge shirt up his ramp.
well i suggest bringing them out the cage a little more often perhaps and getting them a run that you can buy from pet shops, you can put a few toys in it and perhaps some food.

maybe you could get a cat toy the ones that have a small toy at the end with string attached to a handle and you swing it, i had one for my guinea pigs and they used to follow it when i dragged it along the floor.

you could let them explore you, yes you and let them free on you while laying or sitting on the sofa/couch whatever you want to call it and put some treats on you legs and harms and head etc... and they can eat them LOL.

they will enjoy chewing through toilet tube and once i had a maze thing for my hamster, i got some toilet tubes and stuck them on a 3ft squared piece of card board and stuck toilet tubes on it using double sided sticky tape and i joined the and i used pieces of it to round of corners, maybe you could try that , they will chew it maybe and play with it, just put some cardcoard around the outside or the square piece so if they come out the cardboard is there so they don't get loose.

maybe you could try 'pea fishing' in the cage or something i read this on someone elses answer for things my rat can do about 3 weeks ago, you just put peas on some water in a low smallish dish and they will get them out using their paws.

get a see-saw i got one from a local pet shop it was purple and yellow with a green stand i have on now for my hamster i also had one that was different colour though when i had a rat a few years back. its funny to see them go in and out and when it goes up and down when they reach the other end, LOL.

i hope i helped
You can teach them how to use a treat ball simply buy a small dog treat ball and let them smell the treats and they will catch on they have to move the ball to recieve the treat. They will love it, and it will keep them stimulated for ages!

Hope it works :)
Use common sense and almost anything can be used for a rattie toy. Use this rule of thumb, if you wouldn't give it to a small child.. don't give it to a rat.

Examples:

Toilet paper or paper towel tubes

Wrapping paper tubes

Old socks

Old t-shirt (make a hammock)

Pant legs

Cinder block

Ping pong balls

Cat toys

Box of tissues (after ripping up tissues doubles as a free hidey house!)

Tissue paper

... you get the idea! If it rolls or can be ripped up you've got a winner!
a rat can have hours of fun with a pant leg. you could make toys for your rat like toilet paper rolls and sleeves of shirts. tissue boxs even work. but i wouldnt try getting an excersize wheel. you will probably put it in there just to come back and see that its knocked down. my rat would juast knock mine down over and over, he refused to actually use it.
Well you can make them a hammock! They love to sleep and chew on these.

You can also get some cheerios and string something through the middleof them and hang them up in the cage, they will love to play with these.
Well you can simply give them a few toilet rolls tubes they love to bite them. Or just buy some rat toys from a pet shop. Have a quick look around your local pet store they have loads of different things to keep your rats amused.
Since their cage is not big the first thing you can put is 'The circley cilender inside a toilet roll' They like it a lot.You can also put a little exercising wheel.
buy them hamster toys they're in the same family group
